Tennessee Juvenile Court Judge Donna Scott Davenport has been accused of creating a process where children as young as 8 years of age were being arrested, taken to detention centers, and then had charges filed against them. This goes against the usual protocol in Tennessee where police would serve a court summons to the child and their parent. It is alleged that she used a non-existent law 'criminal responsibility for conduct of another'. Rutherford County, TN settled a class-action lawsuit for $11 million. The process has now been halted, but Judge Scott Davenport remains in office.
